Sometime towards the end of 1947, the then leading practicing Accountants being Registered Accountants and/or Incorporated Accountants (England & Wales) decided to form the Accountants’ Library. They were actively encouraged
by the then Commissioners of Income Tax, Late S.D.Nargorwala and Late N.Dandekar. They were kind enough to provide a modest accommodation in the main Income Tax Building in Kolkata for the use by the members of
the Accountants’ Library. The Opening Ceremony of the Library Hall in the Income Tax Building was celebrated on the 22nd January,1948.
A special meeting of the Accountants’ Library was held on 13th December,
1947 wherein the draft constitution of the Library was approved. Following that the Library was incorporated as a company limited by guarantee under the CompaniesAct,1913.The first office–bearers of the Library
were: Late CA. G.Basu as President, Late CA.S.C.Dutt and Late CA. R.Singhi as two Vice Presidents, Late CA.J.Sen as Hony.Secretary, Late CA. N.F.Master as Treasurer and Late CA. H.M.Majumdar, Late CA. A.Basu, Late
CA. S.N.Banerjee and Late CA. M.Chatterjee as coordinating members. Late CA. G. Basu was subsequently elected second President of the Institute of Chartered Accountants of India in 1952.
Objects
To maintain two libraries for members, one at Aayakar Bhawan and the other at Income Tax Appellate Tribunal’s office at Kolkata with facilities of reading room.
To lend books to members.
To establish a regular dialogue and develop a system for exchange of views on various issues in Direct Taxes between Income Tax Authorities and Tax Practitioners.
To offer assistance and co–operation to the Income Tax Authorities in the administration of the Income-tax Act.
Annual Seminar
The First Seminar on taxation was held on19th September,1981,when Sri Jagdish Chand, the then Chairman, C.B.D.T was the Chief Guest .One of the technical
sessions was chaired by Sri G.D.Tandon, the then Chairman, Settlement Commission (Income Tax and Wealth Tax) Since then, every year the Library has been organising annual conference.
Activities
The Library, from time to time, submits Memorandum to Government on various matters relating to income tax.
The Library holds continuous professional education (cpe) programmes on corporate laws, accounts, audit, direct and indirect taxation and information technology as per norms of the Institute of Chartered
Accountants of India.
Regular meetings are organized with members of Income Tax Appellate Tribunal, members of Central Board of Direct Taxes, Chief Commissioners of Income Tax and other Income Tax authorities on matters of interest
to our members.
Besides, the Library, invities members of Income Tax Appellate Tribunal, Chief Commissioner of Income Tax , Commissioners of Income Tax and senior officials of the office of Register of Companies on the
occasions of its Annual General Meeting.
On the entertainment front, we organize every year Bijoya & Deepawali get together and Picnic.
Membership
Only chartered accountants are eligible for membership. Presently our membership strength is 538. Most of the firms whose partners have either been elected
president or members of the Central/Regional Council of the Institute of Chartered Accountants of India are members of this Library.
